If you paid Cleo for an instant cash advance, more than $15.8 million in FTC refunds is scheduled to start going out on October 27, 2026. Your first thing to find is an email, not a bank deposit. The FTC’s October 8 announcement says eligible customers will receive advance notice before the PayPal payments begin.

Find the notice before looking for the money

Open the mailbox you used with Cleo. Search all mail, including spam and archived messages, for “Cleo” and “consumersentinel.gov.” The official refund page says notifications come from [email protected] between October 8 and October 26, 2026. Save any matching notice beside your old Cleo receipts.

Treat the search result as something to verify. Open the FTC refund page directly and compare the case name and payment method with the message. A familiar sender address alone is not a reason to follow an email link. The FTC’s refund FAQ recommends typing the FTC or PayPal website address into your browser yourself.

Next, find a Cleo receipt for an instant advance and the corresponding charge in your bank or card history. Keep the date, amount, and description together. Look for any separately listed express fee so you can distinguish what you paid to receive money quickly from the advance itself. These records give you something concrete to refer to if you need help identifying a payment.

On October 11, an empty PayPal history does not tell you whether you qualify: the announced payment start date has not arrived. Notifications are also still within their stated sending window. Put October 27, 2026 in your calendar, then open PayPal directly and check your activity when payments begin.

The FTC says recipients should accept their PayPal payment within 30 days. Read the instructions attached to your own payment and note its deadline. Do not start that clock from the date you read this article, or assume the advance notification means you have already collected the money.

If your email address has changed, the notice is unclear, or you cannot locate an expected payment, use the administrator contact on the FTC page: Rust Consulting, 1-877-788-4958. Ask about your own records and payment status. The page describes recipients as people who paid for eligible instant advances; it does not say every Cleo subscriber receives a refund.

Why an express fee is worth finding

In its March 2025 case announcement, the FTC alleged that Cleo advertised amounts and delivery speeds customers often did not receive. The agency said subscribers faced an extra fee for fast delivery and could still wait until the next day. It also alleged obstacles to cancelling subscriptions. Those are the FTC’s allegations; the current refund notice identifies eligible instant-advance customers as the payment recipients.

That makes the old charge worth reopening even if you stopped using the app. The amount borrowed, the fee paid, the refund notice, and the money actually received are different entries. Keeping them together helps you answer a small but useful question: did this refund reach me, or did I only receive a message about it?

When the payment arrives, record its actual amount and acceptance date beside the original charge. Leave the reminder open until you have accepted the payment.
